Do not allow questions to be created with an empty body

We are seeing about one to two questions a day with a summary and no text. I believe what is happening is people are searching and their search becomes a question. Since save button is the default button and the process is slow in creating the question, the person has hit the enter key at least a couple of times. This will cause the empty questions to appear.
