Problem
Depending on the browser and Confluence language settings, the first yellow banner shows in a different language than all other messages and options on Confluence
Environment
Confluence 9.0.2 and 9.1.1
Steps to Reproduce
- Deploy a Confluence instance with a license that will expire in a few days.
- Set the browser to any other language than English US
- Set the user profile language to English US, not Detect browser langauge
- Set the Confluence's general language to English US
- Open any administrative menu on browser.
Expected Results
Confluence should show all administrative messages in English US, like on Confluence 8.5.14.
Actual Results
The first administrative yellow banner shows on the browser language, even setting the system property confluence.browser.language.enabled=false.

This bug is considered a major bug for US GOV customers.
