Html message type is missing from drop down list in send test email

      Issue Summary

      HTML message type seems missing from drop down list in send test email in confluence 8.5.12.
      It appears in confluence 8.5.4.

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Move to CONFLUENCE ADMINISTRATION >  General Configuration > Mail Servers
      2. Create a SMTP server
      3. Click 'Send test email' Operations of the above mail server
      4. Click Message Type to show drop down list

      Expected Results

      Both Text and Html are in the list

      Actual Results

      Only Text is in the list. Html is missing.

      Workaround

      Currently there is no known workaround for this behavior.
