Modify the logic of the license expiration date so it reflects the customer timezone.

      As described on the Bug report CONFSERVER-30768, the license expiration date is calculated incorrectly in License Details. This is not exactly a bug, and the explanation for the discrepancy is as follow:

      The License contains license a expiry date in string format like 'YYYY-MM-DD' at US Central Standard Time (UTC-6). In Confluence, this license expiry date is converted to UTC timestamp by complementing time with '00:00:00' as Australian Eastern Standard Time (UTC+10) and is displayed at using your local time zone.

      However, it is not unusual to have issues with customers getting confused with the date reported, so we would like to suggest changing the logic so that the reported expiration date on the Confluence UI matches the timezone Confluence was installed.
