Workaround
Currently there is no known workaround for this behavior on Confuence 7.19.X or Confluence 8.5.X. A workaround will be added here when available
Note that starting in Confluence 8.6.0, the Title text functionality is removed and replaced by Captions for Images. This got implemented by suggestion CONFSERVER-2584 - Captions for images
