Confluence time zone selection should display correct offset for Daylight Savings Time

      In the user preferences, one can choose the client's local time zone. However, the selection list shows time zone offsets relative to GMT regardless of current daylight savings time (DST). These offsets should take current DST into account in each location.

      This problem also appear to affect the calendar plugin. A fixed GMT offset is used for the calendar, as indicated in the calendar's titlebar. This issue is tracked separately at http://developer.atlassian.com/jira/browse/CAL-203.
