Issue Summary

This is reproducible on Data Center: (yes) / (no)

No XML export option for space but still able to do that through url

Steps to Reproduce

Access confluence: https://instenv-91044-iaqf.instenv.internal.atlassian.com/spaces/exportspacexml.action?key=TBSM
and do the export

Expected Results

User should not able to access it.

Actual Results

Access it and do export normally
