Issue Summary

When user selects all content on the page with collaborative editing on, and then presses List button on the toolbar, it does not work.

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create new page
2. Type "a", enter, "b" (two paragraphs)
3. Select all using Cmd+A / Ctrl+A
4. Press "Bullet list" on the toolbar

Expected Results

"a" and "b" are now items in bullet list.

Actual Results

No change

Workaround

Use mouse to select only those two lines, don't use Select All.
