Padding is incorrect on license expiry banner

      Issue Summary

      The bottom padding in the license expiry banner is too wide.

      Steps to Reproduce

      1. Go to a site with a timebombed DC licence that is due to expire
      2. View site as admin

      Expected Results

      Banner is correct height

      Actual Results

      Banner has too much bottom padding

      The extra padding also makes the known problem of the space sidebar protruding into the banner area more prominent. (possibly related to https://jira.atlassian.com/browse/CONFSRVDEV-6808)

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available

            This doesn't appear to be happening anymore in 7.13.2 (or 7.16.0-m30). Must have been fixed as part of some other bug.
