Issue Summary

When navigating to the "Choose some topics for your question" the field for the suggested text "Choose some topics for your question" should remain until the user begins to type in the field but does not.

This functionality exist in the "Ask a question" field, where the suggested text "What would want to know" remains until the user begins and should exist in other similar fields

Steps to Reproduce

Steps to reproduce:
1. Login to Questions for Confluence v2.7.21 “https://exampleconfluenceurl.com/#popular”
2. Select the “Questions” tab.
3. Select the “Ask questions” button by mouse since the button is not accessible.

Notice that the “Choose some topics for your question” additional information is available.

Expected Results

When navigating to the "Choose some topics for your question" field the suggested text "Choose some topics for your question" should remain until the user begins to type in the field.

Actual Results

This field doesn't remain until the user starts typing
