Fine-grained Space Admin Permissions

The current "Admin" space permission covers a lot of activities with diferent criticality. For example, the ability to delete spaces is an extremely dangerous permission, while the ability to create page templates is is a harmless permission.

My suggestion is to make 3 dedicated space permissions out of the current space "Admin" permission:

1. A dedicated permission for deleting spaces (for avoiding unintentional space deletions).
2. A dedicated permission for managing users and their permissions (for better space governance).
3. A dedicated permission for all remaining tasks covered by the current space "Admin" permission.

For the dedicated permission number 1, another option could be to move it from space level to server level, allowing only server admins to delete spaces.
