It is possible to publish personal draft with collaborative editing turned on

Issue Summary

It is possible to publish a personal draft with collaborative editing set to on.

Steps to Reproduce

1. Turn off Collaborative editing
2. Edit a page
3. In a new tab enable Collaborative editing.
4. Save/publish a personal draft of that page

Expected Results

Once collaborative editing is enabled, user will receive a message in tab with a personal draft that publishing is not possible.

Actual Results

Saving of the page is possible and user is able to save the page and overwrite the current version of the page, effectively bypassing the shared draft functionality.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
