Impossible to turn the page when searching User name with "&"

Issue Summary

When searching the user name contain "&", the turning page results in the error message "You must specify a search term."

Steps to Reproduce

1. Create 40 users with the pattern "user&".
2. In the page "users" add "&" in the "Find user" text box
3. Try to get to the second page

Expected Results

We should be able to show the second-page result.
