      Problem Definition

      Thanks to CONFSERVER-19389, users can choose whether attachments is copied on page copy. But the "Include attached files and images" checkbox is enabled by default, and there is no option to change the default value.

      Suggested Solution

      Add a global configuration to set the default value of the option.
