Periodic log scan is not sent email as it should

Problem

After upgrading to Confluence 7.1.1, the periodic log scanner stopped working

Environment

Confluence 7.1.1
Google mail server (it might happen to other mail servers as well)

Steps to Reproduce

Setup a mail server on Confluence and configure the periodic scan by going to administration -> Troubleshooting and support tools -> Periodic scan

The email will not be sent at the specified timestamp and the warning will appear in the logs

Expected Results

An email should be sent at the specified time

Actual Results

No email is sent
