When banners are stacked, there is no visual differentiation between them in AUI8

      Issue Summary

      When multiple banners appear, there is no visual differentiation between them.

      Environment

      Steps to Reproduce

      1. Go to https://bulldogwiki.internal.atlassian.com/wiki/admin/maintenance/view.action
      2. Enable a banner

      Expected Results

      The websudo and read only mode banners should appear like two different messages.

      Actual Results

      They look like a single message

      Notes

      There can be up to three banners at a time in Confluence. For example license expiry, web sudo, and read-only mode or a custom banner.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available

            original design language specified 0 or 1 banner element. was wrong to have multiple. AUI encoded this rule loosely in its soy template. think it’s possible to stack banner els in header... but i would also advise it’s a crappy experience

            I agree this looks weird but there's nothing in the AUI guide about multiple page banners   https://docs.atlassian.com/aui/8.3.3/docs/banner.html
