White space is trimmed in the view mode page title, but not in edit mode or the url

To Reproduce

1. create a page with the title ( W H I T E S P A C E    I N   T H E   P A G E   T I T L E )
2. publish the page

Expected Behaviour

the page title the user deliberately types is respected. User knows what they are doing.

Actual Behaviour

the url gets + symbols for every whitespace character. The editor shows the whitespace characters... but the page view trims the whitespace down to 1 character between non-whitespace characters.
