Russian character encoding error in Confluence insert emoticon window

Summary

Insert emoticon window "Hipchat emoticons" banner will display unknown characters when profile language is set to Russian

Steps to Reproduce

1. Either using page editor or adding a comment click on +:
2. Choose emoticons
   
3. Emoticon choice window will appear with the following banner on the bottom:

   "Hipchat emoticons are not available as Confluence is not integrated with Hipchat. Click here to integrate."

   On systems without Hipchat integration

Expected Results

• When profile language set to Russian, the banner should read as it did in 6.1.*:

  "Смайлы HipChat недоступны, поскольку HipChat не интегрирован в Confluence. Щелкните здесь, чтобы выполнить интеграцию."

Actual Results

• Unknown characters are displayed as in the screenshot below:
  

Notes

The issue is not observed in Confluence 6.1.4
