When bolding a highlighted text in IE 11, the scroll sometimes jump to the top of the page

Summary

This issue needs a couple of attempts in order to replicate. It usually occurs after 4-6 attempts.

Steps to Reproduce

1. Create a page and edit it.
2. Type some text, around 10 words separated by a whitespace is enough.
3. Now, highlight each word and click on Bold

Expected results

Highlighted text is bold

Actual results

Highlighted text is not bold and the scroll jump to the top of the page

Workaround

This issue occurs only in IE 11.
Using the shortcut (ctrl/cmd +b) doesn't replicate the issue.
