During database setup, using a mismatched driver class and jdbc connection url does not fail the connection tests

The connection test button will attempt to load the given driver class. However, the actual connection test may not utilize the given driver, but instead loads the driver associated with the jdbc url. In the case of CONFSERVER-53993, the JTDS drivers exists, and therefore, they are used. Thus passing the connection test.

The setup should ensure that only matching drivers and connection urls are saved.
