Users of confluence-administrators cannot access a restricted page via Label List macro

Summary

Users of confluence-administrators cannot access a restricted page via Label List macro.

Normally user of confluence-administrators can access a pages even thought the page is restricted.
However admin user cannot access the page via Label list macro.

Steps to Reproduce

1. login to Confluence as non-admin user
2. Create a page and set restriction
3. Set a label ex. mytest
4. Save the page
5. Create a page and place a Label List macro
6. Save the page
7. Access the page which has label list macro
8. Click mytest label
9. Display a message "There are no pages at the moment."

Expected Results

Admin users can access to the restricted pages via Lable list macro.

Actual Results

Admin users cannot access to the restricted pages via Lable list macro.
