Darkfeature is restored after restart confluence

      Description

      If the user removed the dark feature site-wide.shared-drafts and site-wide.synchrony and restart confluence, the dark feature setting will auto restore.

      Steps to reproduce

      1. Start confluence 6.2.2
      2. Access the dark feature page <base URL>/admin/darkfeatures.action
      3. Remove the following dark featrue
        • site-wide.shared-drafts
        • site-wide.synchrony
      4. Resatrt Confluence
      5. Access the dark feature page <base URL>/admin/darkfeatures.action again

      Expected Result.
      The dark feature is removed

      Actual Result
      The dark feature is restored after restart confluence.
