Project list took long time to load when creating inline issue on the page

Step to reproduce the issue

1. On JIRA create around 2000 projects with some issue types
2. On Confluence, select some text on a page and create the issue for the selected text
3. Wait for the project list to load

Expected behaviour

The project list should be loaded quite fast.

Current behaviour

The project list took a while to be loaded.

Workaround solution

Limit the number of projects that user can create an issue on.
