Allow a question to be "marked as duplicate"

            You are beginning to get duplicate questions and there is not much we can do about it until an ui is given.

            You can see the duplicate question. The text is the same, but the separation is unusual. When I opened the second question and use the back the button, the positioning is more towards the first question verses the second question.

            I refreshed the page and it was still there.

            I then noticed the id number was the same.

            I was getting ready to video this case and afer a page refresh again the duplicate disappeared.

            So I am not sure if there was actually a duplicate or a caching issue.

            Actually, this was a feature of the old answers where you could state duplicate, advertising, spam, etc.
