Confluence Questions Permissions are empty when an instance is provisioned

Steps to replicate:

1. Create a new OnDemand instance with Confluence and Confluence Questions
2. Check https://example.atlassian.net/wiki/admin/questions/viewpermissions.action

Result:

No groups or users have access to view Confluence Questions

Expected Result:

The default confluence users group should be able to access Confluence Questions. It is a poor experience otherwise, as users are unable to access a product they're paying for.
