Commenting is problematic when going over the character limit

When you go over the character limit in the comments section it tells you you have exceeded the limit.
When you reduce your characters and submit again, it still says you have exceeded your limit - even though you have characters left.

Maybe the characters being displayed and the actual characters count is different some how??
