Confluence File uploader doesnt work for users who dont have admin permission (not sure which version of confl they are using - I will add that detail as soon as they get back to me)

We need to do a call to getServerInfo - so we can get the right upload URL (it changed between 1.3 and 1.4) - but for some reason this call requires admin permissions.
Is that by design? Or is it a buggette?
