The workaround is to install the free Adaptavist Content Formatting Macros, insert a {div} macro and set float: right on it. A div user macro would be trivial to write too.

The desired effect is for the ToC to appear on the right, as in Confluence's own documentation. Currently all users (Confluence tech writers included) have to rely on horrible section hacks.

More generally: currently clicking the "right-align" button has two effects:

            • If the target is text, it is wrapped in a <p text-align=right>.
            • If the target is an image, it has CSS float: right applied.

            I'd like this behaviour extended:

            • If the target is a macro, apply CSS float: right to its containing div.

This would make Confluence's behaviour consistent with MS Word and other editors, including Confluence's own WYSIWYG editor which right-aligns the macro placeholder.
