Page restrictions don't prevent adding JIRA Issue to page by highlighting text

Summary

Restricted pages allow a JIRA issues macro to be added via highlighting text.

Environment

Tested on Confluence 5.9.7 and 5.10.3

Steps to Reproduce

1. Restrict editing to one user
2. Log in as another user and highlight text.
3. Create a JIRA Issue from the highlighted text.
4. The issue is added to the page.

Expected Results

The JIRA issue should be created but not added to the Confluence page.

Actual Results

A JIRA Issues macro is added to the page and the "last modified" byline reports the user as having modified the page.
