Add horizontal rule between navigation bar and pages in Confluence to separate

      Problem Definition

      In the case that the administrator of Confluence chooses the top bar color to be the same as the page color (i.e., white) then there's no visible border between the two, whereas in JIRA, the Header Background color can be the same as the page, and there is a line separating:

      Add a thin line between the navigation bar and the main page to separate the two

            We regret to inform you that due to limited demand, we have no plans to implement it in the foreseeable future. In order to set expectations, we're closing this request now.
