Replace group select menus with a GroupPicker

GroupPicker ([JIRA@USER-49]) - should be used instead of drop down lists in the UI which load all groups for a user.

It should be assumed that a user can belong to 1000s of groups - as such we can no longer load all groups and put them into HTML select boxes.

Do something similar to the current UserPicker.
