Resolve Comment should be associated with delete permission or edit page permission

Problem Definition

Currently Resolve Comment in inline comments is associated with the Create Comment permission. As a result, users can resolve comments that they may not have the authority to do, but have Confluence permission to do.

If you remove the Space permission of Add Comment, then users cannot add or resolve comments.

The Resolved comments aren't lost. You can go to > Resolved Comments and from there you can reopen resolved comments. However, this is a manual process.

Suggested Solution

Delete Comment permission is required to Resolve Comments.
Or, those with edit permissions on the page can resolve comments.

Workaround

Remove Create Comment permissions.
