      As a Confluence user I would like to have the menu bar fixed on top of the screen.

      Normally when you scroll down on a page the menu bar disappears.
      When I want to create a page I first have to scroll up to see the correct button.

      Off course you can use a keyboard shortcut (c for creating a page) but most users are not that experienced and would like to see the create button instead.
      Besides that: for some menu options no keyboard shortcut is available.

            Which version is this in, as in 5.9, the menu bar is always visible.
            The page toolbar is also shown anywhere on the page through a short scroll up.

            Making the menus work similar to how they work on Jira would make Confluence a lot more user friendly.
