LDAP directory cannot be enabled/disabled when some cluster nodes are down

Steps to reproduce:

1. Setup a cluster with at least two nodes
2. Add LDAP directory
3. Stop one cluster node
4. Try to disable or enable the directory on another node

Outcome: Nothing happens

If the bug is not triggered, start the stopped node and repeat the instructions from step 3 on another node.

Workaround
Flush all caches on the affected node OR bring up the stopped node.
