Steps to Reproduce

Tail logs on all nodes in a cluster
In Logging and Profiling on Node 1, add confluence.setup.quartz.AbstractClusterAwareQuartzJobBean = INFO
- Expected behaviour - all nodes should start logging index processing every 5 seconds
- Actual behaviour - only Node 1 has the extra logging
