Confluence inline comment for the attachment is not accessible when file conversion is disable

Steps to reproduce

1. Attach a doc file to a page and save the page.
2. In the preview mode, add an inline comment
3. Disable the File conversion module within the plugin "Confluence Document Conversion Library"
4. Go back to the page and try to display the inline comment again.

Expected behaviour:

The inline comment should be displayed when clicking on the number icon as on Confluence 5.7

Current behaviour:

The preview mode is showing with the message banner as no inline comment is created.
