Confluence Local Administrator Should Not Be Counted Towards The License

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      Confluence Local Administrator account, (The administrator account that was created first while setting up Confluence) is being counted towards the license count if the user is Active.

      This Local Admin account is crucial to be kept active in Confluence, in order to be able to log in to Confluence for the event that Other External Directories failure and leads to other Admin users unable to log in.

      Therefore, it's only logical if this user is considered a user that "comes with the instance" and not being counted towards the license
