ajs-static-resource-url-prefix in the dom does not consider the user's language

Steps to reproduce:

• Set up an instance with English as the default language
• Switch the current user's language to German
• Load a confluence page such as the dashboard
• View the page source and look at ajs-static-resource-url-prefix. It still says en_GB which is English. It should say de_DE.
