Add Update, Preview, Cancel buttons to top of page being edited.

In order to speed the editing process, it would be nice to have the Update, Preview, and Cancel buttons at the top and the bottom of the page. In cases where the page being previewed is lengthy, it can be a time consuming to continuously scroll down to the bottom of the page.
