Exporting to PDF does not create a document that meets WCAG accessibility guidelines. And it doesn't seem to be possible to do that natively by modifying the PDF stylesheets.
As part of our overall efforts to meet accessibility requirements and guidelines so that people of all abilities can interact with Confluence content, it would be an excellent improvement to include the ability to create accessible PDF documents.
