Confluence does not resize profile picture uploaded through API

Bug Description

Confluence does resize profile picture of user before restoring it when it was uploaded through remote API (addProfilePicture) method. Confluence will still render the picture as resized in profile picture and profile macro. However, when e-mail notification send out it will be in the original size.

How to replicate

1. Upload a large picture as profile picture through user interface
2. Render the profile picture using profile picture macro
3. Confluence will show it as resize
4. Upload a large profile picture through API (addProfilePicture)
5. Access the profile picture using profile picture macro
6. Confluence will show it as original size in preview mode
7. Save the page, profile picture will automatically convert it
8. Send mail notification using the page, Confluence will send over the original size
