Universal plugin manager 2.18.3 cannot connect to the Marketplace

      I see this in my atlassian-confluence.log file after I upgraded to UPM 2.18.3

      2015-03-04 09:20:59,009 WARN [UpmScheduler:thread-2] [atlassian.upm.pac.PacClientImpl] unknown Error when querying application info from MPAC: com.atlassian.marketplace.client.MpacException$ConnectionFailure: java.net.ConnectException: Connection refused: connect

      Downgrading UPM to 2.18.2 solved the problem.
      I suppose there's a problem with UPM 2.18.3 (or with the Marketplace not accepting connections from UPM 2.18.3 ?)
