Confluence doesn't allow unicode in email addresses

When you try to create a user in Confluence with an email address that contains unicode, it rejects it with "You must enter a valid email address." (see screenshot).

This is too restrictive - email addresses may free contain unicode in the local part as part of RFC 6531. Some mail servers may not permit it, but this becomes the responsibility of the mail server admin - Confluence should allow it.
