      Now only Confluence admins can maintain user groups, it would be very useful if a defined group of users could also maintain user groups. A set of users can have group admin, without system admin.

            I think you should be able to set an admin for each group. If my team is Group A, the team leader could be the admin of Group A. If a change needed to be made to Group A, the team lead could make the change immediately. Currently, any/all changes to groups must go to a special admin group which then sits on the request for days. I freely admit that is a bureaucracy issue in my organization, but if the tool was built to support an admin for each group, users could bypass the red tape and make changes on the fly.
