Make workbox notifications available in Confluence Data Center

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      The Workbox plugins provide notifications collected from Confluence page watches, shares, and mentions. These plugins are disabled in Confluence Data Center to ensure notifications are correctly handled across the cluster.

      We need to make workbox notifications available across all nodes in the cluster, once resolved the functionality will be restored.
