Counting license consuming users does not scale

      DefaultUserAccessor#countLicenseConsumingUsers() goes through users one by one and checks whether they belong to atlassian-addons group. This is extremely inefficient when there are many users. It would be more efficient to retrieve users of atlassian-addons group once.
