Delayed space deletes?

Are you guys now doing background space deletes? Automation scenarios that delete a space and the immediately recreate the space are failing occasionally. Re-running the create a little bit later is successful. It reports space already exists. I can see perhaps having the UI play some games here, but not program based requests. This started happening just recently (perhaps 5.4 too?) and is more evident when system is more loaded. I see that at least with SOAP APIs, don't know about other scenarios.
Is there a JIRA issue that talks about what was done in this area?
