Attaching files to the view page generates notification noise

      In CONF-7612 we solved the issue of attachments in the Editor by no longer sending notifications for that event.

      This ticket is to deal with the notification storms that can be generated by attachments being added to the view page through multiple scenarios including:

      • Uploading many attachments at once
      • Multiple small changes being made to a file and having it continually uploaded
      • Updating a Gliffy Diagram
      • Atlassian Companion updating a file
