Duplicate watchers for a space can be created in a Confluence cluster

      It has been reported that during automated testing on a clustered instance it is often found that a space will have duplicate watchers. Presumably this is coming from a synchronisation problem between nodes.

      However, it is possible this is a bug which already exists on stand-alone (see CONF-7716).

            The automated test that produced this problem on a cluster, has run many times without issue on a stand-alone (single) configuration. I test used the SOAP service for watchSpace twice in a row.
