Adding TOC plugin to page changes the footnote numbering

    Description

      When I add a TOC to a page using the plugin, if there are any footnotes on the page, the footnote numbering looks fine in Edit mode. However, when I save the page, the footnote numbering starts with the number 2 or higher.
